Passenger Facility Charge (PFC)
revenues will fund the Airport’s cost share for development
projects that support increased aircraft operations by accommodating larger
passenger numbers, including projects completed under Airport Improvement

1. Project Descriptions and Justifications
PFC Project 1
- Baggage Claim Area Expansion
Description: This project includes design and construction of the Airport baggage claim area.
Justification: The existing baggage claim area is too small for the number of de-boarding passengers being served at the current time. The expansion project adds capacity by providing needed baggage claim space and provides for compliance with local building codes.
PFC Project 2 - Passenger Hold Room
Expansion
Description: This project includes design and construction of an 8,457-square-foot addition to the passenger hold room and remodeling of 997 square feet of the existing hold room.
Justification: The existing hold room area has a capacity of approximately 30 people and is inadequate to serve current passenger levels. The hold room area also requires modifications to comply with local building codes. The expansion adds capacity for boarding and de-boarding larger aircraft, and enhances passenger service and safety. FAA Order 5100.38C Chapter 6 cites holding areas as a typical PFC-eligible item.
PFC Project 3 – Environmental Review
for Runway Expansion
Description: This project includes conduct of the mandatory environmental review process for the 1,700-foot-long extension of existing Runway 12/30.
Justification: PFC Project 4 enhances the airport’s capacity as a part of the national air transportation system by supporting the operation of additional and larger-capacity aircraft.
2. Financing Plan
The District seeks to collect PFC revenue in accordance with the financial plan presented below. The estimated total PFC revenue is $5,380,346.

4. Class of Carriers Not Required to Collect PFCs
The District will request that Non-Scheduled/On Demand air carriers not be required to collect the PFC. Names of carriers belonging to this class, to the extent known, are Aero Jet Services; Avject Corporation; Flightworks,Inc.; Marcare Aviation LLC; Mercy Flights, Inc. and Yecny Enterprises, Inc. Based on ACAIS information compiled by the FAA for year 2005, this class accounted for 343 of the Airport’s 38,126 enplanements.
The District will request this exclusion because the administrative burden of collecting passenger facility charges from these small carriers is greater than the revenue that would be collected.
